Tackle ill-defined problems with no clear solution space

Analyze a 'wicked problem' (a complex social or cultural problem that is difficult or impossible to solve because of incomplete, contradictory, and changing requirements). Your analysis should: map the stakeholders and their conflicting interests, identify the systemic factors that maintain the problem, reveal the underlying assumptions different stakeholders make about the problem's nature, and distinguish between symptoms and root causes. Develop three distinct intervention strategies: one that addresses immediate symptoms, one that attempts to change the system, and one that attempts to shift the paradigm that created the problem. For each strategy, explain its theoretical basis, implementation challenges, potential unintended consequences, and how success would be measured.
